The Institut Pasteur du Cambodge (IPC) is a Cambodian non-for-profit research institution established in 1953, IPC is today a scientific research establishment declared of public utility placed under the high patronage of the Ministry of Health of the Kingdom of Cambodia and under the responsibility of the Institute Pasteur on the scientific and technical levels. The IPC is a member of the Pasteur Network, which brings together 32 institutes present on five continents. It shares the Pasteurian values and the ethical charter to which the Pasteur Institutes are bound. The IPC has more than 250 employees, including about 30 expatriates of 22 nationalities and includes 5 research units. It carries out research activities in health biology, public health and service activities (Medical Biology Laboratory, vaccinations and water and food analyses) and training.

The Pasteur Network (PN) aims to establish a sustainable climate and health observatory community. This project which includes a fellowship program, marks the initial steps towards a new multidisciplinary climate and health approach within the PN. The Pasteur Network is seeking dedicated Climate Change Research Fellows (~13) to join Network members within LMICs (see table below for eligible countries). The fellowship cohort is meant as a sustainable approach to climate and health within the Network and thus the efforts, outputs, and activities developed by the fellow (e.g., leading communities of practice in climate and health policies and activities, producing sustainable common goods) should be approached through the lens of long-term viability and durability. Developing strong relationships at the national, regional, and global level will be key to achieving this objective. Fellows should form a cohesive and complementary community, supported regionally by an exemplary hub and by the project manager for the entire Climate and Health Observatory Accelerator Program.

The ideal candidate will be a national of the country they are applying from, or a person with in-depth knowledge of the local language, culture, communities, and stakeholders. This position demands a blend of expertise amongst the following topics: 1) scientific research, 2) data analysis skills, 3) communication and advocacy, and 4) political acumen, but above all, a 5) passion for climate change and health issues.

The lnstitut Pasteur du Cambodge (IPC) is recruiting a full time Climate Change Research Fellow. The candidate selected by the IPC will have to apply in the Pasteur Network selection process with the support of the IPC. The initial contract is offered for 12 months contract (renewable).

• Language required: Level proficiency in English and Khmer 
• A national Cambodian, with knowledge of the local language, culture, communities, and local stakeholders
• The fellow could already work for Pasteur Network, but needs to agree to be 100% dedicated to this project
• Available to start from 1^st January 2025

• Engage in knowledge transfer and capacity-building initiatives within local communities (e.g., take part in and lead trainings (leveraging the exemplar hubs), leverage and update the dedicated internal knowledge sharing platform, identify and develop webinar opportunities)
• Develop a landscaping analysis (with a stakeholders mapping, identification of relevant data that is already available, identity global good to be delivered by the end of their fellowship) with a focus on their country and region
• Develop individual workplans and scope of work over the length of the fellowship. Identity challenges and opportunities within the workplans (e.g., what’s working / not working) and update the project manager and the Network more broadly
• Conduct and lead research and data analysis on the confluence of climate and health (e.g. develop and implement data models to predict climate change impacts)
• Build collaborations within their host institute (e.g., epidemiologists) and government (e.g., MoH), as well as relevant regional stakeholders (e.g., African CDC) to advocate for climate change and health related policies and practices
• Communicate research findings effectively to diverse audiences, including policymakers, community leaders, and the public. Relatedly, participate in diplomacy, advocacy, and lobbying efforts to influence climate and health-related policies.
• Identify opportunities for collaboration with other Network fellows and the exemplar institutes
• Attend in-person and virtual regional and fellow-wide convenings (2-4x per year)
• Ensure full dedication to the project and contribute to the overall objectives of the Pasteur Network’s Climate and Health Observatories Network.

Optional

• Develop and implement data models to predict climate change impacts or at least understand them.
• Write and manage grant proposals to secure funding for climate change projects.
• Mobilize around new topics or approaches, bringing innovation and new technologies into the institutes involved (e.g., development of a ‘global good’).

• Level of scientific degree: Masters (minimum) or early career PhD (e.g. epidemiology, biomedical engineering, or political science)

• Experience
  • Within the field of climate change and health (n.b., see also key responsibilities above) Expected Qualifications but not limited to experience with GIS and health data, entomology linked to environmental changes, communication on climate and health with stakeholders, knowledge management related to climate, women’s’ health and climate, experience in data analysis and modelling
  • Has political prowess and advocacy experience (e.g., experience in diplomacy, communication, lobbying)
  • Experience with knowledge transfer and capacity building
